How to perform a clean boot in Windows

Type msconfig in the search box, and then tap or click msconfig. When the System Configuration Tool loads, click on the "Startup" tab, then see if " c:\WINDOWS\system32\cmd.exe" is listed there.. If so, UNCHECK the box next to it, click on "Apply", then restart the machine

Just to be on the safe side I would check for malware

Please download the free version of Malwarebytes. Update it immediately.
Do a full system scan
Let us know the results at the end.

Hi,

How is the current situation?

It seems like you set some startup script or schedule task to run this. You could run AutoRuns utility to find out what programs are configured to run during system bootup or login:

Autoruns for Windows

In addition, located to that directory to check if this applet is missing.
